I don't rate Hughie or Chisora. Strong, ok fighters. More a gatekeeper than a contender. And he beat an aging Samuel Peter. Pulev was fortunate to keep his ranking so long. Here's his opponents: https://boxrec.com/en/proboxer/511850

Yeah Die that list of opponents is not great especially when Peters, Johnson etc were old at that stage.
Even compared to JP I think Pulev struggles and or loses to Ruiz - Takam -Whyte
Hughie was injured before the fight

Didn't know that about Hughie. Hughie beats him now. He'd do best against Whyte on your list, as Pulev takes few chances against a slugger in Whyte. Probably why he beat Chisora. No small feat, but Chisora, Whyte are tailor made for Pulev.
