This list is regardless of PEDS or lack of action. The ranks 3-8 are extremely close in my opinion. Any of these guys could be interchangeable until we get to see them in the ring.

I'd agree with your list.  How about an asterisk next to Browne and Povetkin?  Maybe a star beside Tyson?  I think 1-8 is interchangable.  If AJ beats an active Klit in decisive fashion, I'll change my opinion.  But until now, none of these guys fight each other, so it's hard to tell who's better.

Briggs-Oquendo deal reached, date and place TBA

Square Ring Promotions and Hitz Entertainment Corporation announced today that they have reached an agreement for the Fres Oquendo vs. Shannon Briggs fight for the WBA World Heavyweight Championship.

“We are really excited that we were able to reach an agreement with Kris Lawrence and Henry Rivalta of the Heavyweight Factory,” said John Wirt, CEO of Square Ring Promotions. “It was a long process and a difficult negotiation, but the good news is that Fres will now have the chance to finally win the WBA Heavyweight crown. I want to thank Gilberto Mendoza, George Martinez and everyone else at the WBA for this great opportunity.”

“Fres is in fantastic shape and he is focused on winning this bout like I have never seen before,” said Bobby Hitz, President of Hitz Boxing. “I met with him today and watched him spar and he looked awesome. His preparation is second to none and I predict it is going to be a great fight.”

Luis Ortiz vs. Dillian Whyte Could Be Possible, Says Eddie Hearn

Promoter Eddie Hearn of Matchroom Sports says it's possible that we could see a heavyweight clash between top contenders Luis Ortiz (27-0, 23 KOs) and Dillian Whyte (20-1, 15 KOs). Both fighters work with Hearn's company.
Both fighters saw action on the same card last December in Manchester. Whyte won a close twelve round split decision in a wild war with domestic rival Dereck Chisora, while Ortiz broke down and stopped overmatched David Allen.
According to Hearn, Whyte is very eager to get himself in position for a world title shot and may jump on the opportunity to fight fight Ortiz to get there.

Whyte is ranked fourth with the WBC and wants to get in line to fight world champion Deontay Wilder, who returns on Saturday night against Gerald Washington in a voluntary defense in Alabama.
"[Whyte] had a great win against Dereck Chisora in a wonderful fight and he's looking to get out on the Kell Brook card, or even June 3 at The O2," Hearn exclusively told Sky Sports.
"He's moving up the world rankings. He wants fights that will position him for a shot at a world title, like the likes of Ortiz. [Ortiz] is in a great position - he's No 1 with the WBA, No 2 with the WBC, highly-ranked with the IBF."
Ortiz, like Whyte, is looking for a world title shot.
The Cuban puncher is already the mandatory challenger under the WBA - and remains in line for the winner of Anthony Joshua vs. Wladimir Klitschko, which takes place on April 29th at Wembley. The only issue is the Joshua-Klitschko winners will also have an mandatory obligation under the IBF, against Kubrat Pulev.

Ortiz is also on the verge of a WBC title shot, with a possible final eliminator being ordered against Bermane Stiverne for a crack at Wilder, but the Canadian boxer - who previously held the WBC belt - has little interest in facing Ortiz.

WBC suspends Povetkin for failed drug tests
Due to twi failed drug tests, the WBC has suspended heavyweight Alexander Povetkin from participating in any WBC-sanctioned bouts indefinitely and fined him $250,000. On April 27, 2016, Povetkin tested positive for Meldonium and on December 6, 2016, he tested positive for Ostarine. VADA, pursuant to the WBC Clean Boxing Program, will design a specific testing protocol for Povetkin at Povetkin’s own cost and expense, which will commence as soon as feasible after this ruling and will continue for one year. Povetkin will be able to apply for reinstatement into the WBC after the one-year anniversary of this ruling as long as he tests clean. The WBC will also consider any additional evidence it receives and it might issue a supplemental ruling based on information and materials Povetkin submits.
